It's not quite as un-PC as it sounds, since it was apparently an overzealous clause thrown into a general condemnation of female genital mutilation, and the clauses against voluntary "mutilation" were introduced because of fears that many children are pressured into having such operations because of their culture and religion.
Personally I think many things that should be banned when parents do them to kids shouldn't be banned when adults do them to themselves, but lawmakers often don't think that way.
