Ha! Good luck, kids! If anyone gets five, I'll be amazed—although I misread the instructions, and selected the first line of each song, which should make it easier. From The Amazing Rotating Playlist, ignoring (for instance) TMBG's I'm Having a Heart Attack:

6 and 20, i think i know the singer, but not the title.
3. i don't know the title or the singer, but i think i remember the gist of it. does that count?

Being a Costello nut gives me #s 4, 6, 7, which is three out of 25. Even I don't think the Little Hands of Concrete accounts for 12% of my collection, but I could certainly get lucky and hit 3 out of 25.
Being a T-Heads fan gives me # 10, I think. Is # 3 some version of the song I know as Cabbage Head, which begins 'last night I come home, tired as a man can be/and I saw a mule in the stable, where my mule was supposed to be'? There's a different version Steeleye Span recorded (different verses, different chorus, different melody, but the same song) but I don't recall how it starts.
Is it possible you're including tracks from musicals in this mix? I can't say I would recognize any more of the tracks from that, but I might have a stab at one or two.

By the way, in conversation just before checking LJ, I was saying that if Jere7my were to participate in this meme, I would probably take the time to try it out, but I couldn't think of anybody else on LJ whose list would be entertaining for me to guess... I would have predicted I would get more of them, but no, you are too eclectic for me.

By the way, I assume the way to play is to skip instrumentals, but what about 'no lyrics, but the name of the song is shouted repeatedly' as an entry, or possibly more than one entry if the randomness strikes? Speaking of randomness, it's perfectly possible that I would have three or even four tracks out of 25 whose lyrics begin 'I'm goin' down to St. James Infirmary/to see my baby there'...

Nope. But now I'm trying to think of which Heads song that might be....

I believe so; it's Tom Smith's filk of the song about the spaceman who comes home to find another man in his bed, and hears more and more outlandish excuses from his wife.

That's why I skipped TMBG's I'm Having a Heart Attack, the lyrics of which are, "I'm having a heart attack. I'm having a heart attack. I'm having a heart attack. I'm having a heart attack."

I did, but none turned up in the list.

(I should perhaps mention that #18 is an Ann Arbor band nobody will have heard of, fronted by my ex-dentist.)

Just those first lines alone read like a poem--disjointed, but it almoooost makes sense... ;)
